With the passage of the Chinese Exclusion Act of 1882,California finally had hopes of seeing the last of Chinese immigration to the United States. Earlier attempts to bar Chinese immigrants from the State were later determined by the Courts to be beyond the powers of a State and ruled unconstitutional. Now, by an act of U.S. Congress, "Uncle Sam" is able to raise a hand against the "dumping" of Chinese through the British Colony of Hong Kong.
